
Who Pays for Home Health Care and When?

Many states have established special funding sources for home health care. In North Carolina, the In-Home Services Grant provides home health care to those indigent persons who are not covered by Medicare, Medicaid, or other third party payment and who would otherwise “slip through the net”. The funds are distributed to participating home health agencies across the State, on an annual basis, by the Division of Health Services (DHS – HHSP) of the North Carolina Department of Human Resources.
Participating home health agencies use these funds to offset their indigent or “charity” cases. Clients eligible to use this payment source must meet the following requirements:
- Have no third party reimbursement nor adequate income to pay for needed services.
- Be classified as homebound.
- Require some skilled or personal care service on an intermittent basis.
- Have a physician’s order for services.
